The vertical bars on the chart represent WHAT?

And a question I NEED to know - VOLUME - what does it mean? It keeps changing, the arrow, from up to down...but what does it mean?

Volume up = more people buying than selling?

Or is it something else?

Because I don't understand it's change, it refreshes like the price, each second. So the Volume arrow measures each second...what?
