Because anyone on retail in the world can't buy. There's been reports all over the place from practically every MM connected to Melvin raising MM fees for GME. Plus many other MM's slowly running out of shares.

Why would they increase the fees and limit buying if all the shares had already been caught up.

The MM literally makes money off buy/sell between companies. This shit would make them their greatest bank with the high volume trading. Unless they are still losing money and don't have the shares to cover.
