Anybody feel free to correct me if in wrong.
Range in blue is constructed by historical max and min over time and plotted based off the two lows. The midpoint could be considered the normal and trading fluctuates about that line.
Based on the historical max and mins gives us the fibs and are spaced according to whatever mathematical bs defines them, think of each one as a wall.
So the goal is to get the buys above each fib and the range defines a plausible maximum potential over time. It's not enough to break through a fib though and the appear to be more like guidelines than a hard rule
