I am as clueless as you are. But I believe that when a new debt limit is fixed, the interest rate is almost automatically updated by the fed, to make the treasure bond more appealing, counter the inflation, and reward the risk of loaning to a failling state, so with the rate hike there is less money to put in crypto.
Plus it's seams that the rate hike had already a negative effect on crypto in the past, so there is a composition of effect. People could short the news.
