To prevent tragedy, many societies thought it was best to limit or prevent minors access to certain things or substances. For example you can't drive before you're 18, buy cigarettes or drink alcohol before that age, or vote or watch porn.
The mind of a child is very impressionable and I think it's fair to say transitioning or altering your body in an irreversible way is rightfully on that list.

What I said is from an outsider perspective, from my limited experience with people transitioning, it's a very painful and long process, I doubt it's the shortest and or best way to happiness.
