There will be no civil war because the peoples of the world have all signaled they will do nothing even as their human rights are being violated.
As for the rest, such as the ability to live, that truly doesn't matter to the government, and beside, there are plenty of ways to use this to their advantage, such as rolling out UBI, such that anyone who ever goes against the government in any way will now be doomed to starve to death.
