Powell is going to "prove" that he isn't a puppet of Trump by either keeping rates the same or even raising them.
This will cause a liquidity crisis in the global dollar market.
Deutsche Bank will likely fail first, which should trigger a greater crisis through out Europe.

Meanwhile, the dollar will be getting stronger all along the way because as debts are being defaulted on, less dollars will be "on the books".

All Non-Americans need dollars but the US doesn't need theirs. Remember, the dollar is the reserve currency/petro-dollar which means all central banks are REQUIRED to have them in their reserve in order to trade in oil.
