Doesn't sound like enough for me to disregard the article. At most, maybe it's hyperbole.

Yes, it does sound biased against chinese companies, but I will not be shocked if much of the fraud unearthed is on Chinese companies. It's to be expected, less transparency and more government collusion. It will be interesting to see what non-chinese companies are also exposed.
