The boule is an elected body of 500 Greek citizens that is drawn by Sortition to present new laws and issues to the public for vote. Sortition was a procedural randomization process that selected a representative sample of all willing citizens. Areopagus was the first place that a Grecian democratic process was held.

The worlds first (known) use of randomized selection for jury pools or governance. The Greeks used a Kleroterion random selection device to pick or eliminate strips of bronze with the names of all willing citizens stamped on them. Each citizen had a bronze Pinakion to volunteer for Sortition.

Is this a concept worth resurrecting? Among many historical reasons, this pure democratic process died due to inadequate scalability. In a modern blockchain driven smart contract ecosystem, this is no longer a limitation.

I think we cannot accept forever the days of "decentralized systems" which have on and off switches controlled by a dev.

Just use Kleros.
