No. Urbit is the textbook example of "token not needed". The OS is going to revolutionize social networking, but the identity module (Azimuth) is completely extraneous and never going to gain much value, as it is not where the product's value lies.
The reason Azimuth even exists is that when Urbit started development there were no solutions for sybil-resistant reputation systems, so they cooked up their own simplistic solution. Now they've sold that to investors it's too late to go back. They will just layer over it eventually. Or worse, someone will fork it all over with an identity system people actually use.
As-is, nearly all the value that's there is captured at the Galaxy level, which is what actually holds governance power. But that's completely out of the price range of us plebs. If galaxies hold some sort of voting system for their stars then stars will be able to capture some value from network growth in addition to the scraps from planet sales, but even that's uncertain.
