This is a nonsensical statement. It's like asking, "is this water fully hot?". Decentralization is a pseudo metric. You can define it as something like a node capture measurement, 'how many independent nodes of this system would I need to capture in order to attack it'.

They were basically unregulated and uninsured banks. These are actually good things, and eventually you will have smart and talented actors forming financial dynasties out of these systems that are capable of competing with our current gay nationstates. Vague as fuck. Means different things to different people. Is IPFS web3? It is a protocol and not a system of nodes. I would call it web3, just like ICANN and autonomous systems are web2.

There is a stupidly large amount of work yet to be done to fully realize an internet that is not coercible and censored. We probably are going to need totally new physical routers, hopefully self hosted like the helium network half-scam. We are probably going to need to fork QUIC and adjust it for pubkey systems and put in some anti ddos measures. We need a new namesystem, which thankfully is being done now with ENS and SNS and friends. There is a huge explosion of data storage protocols and servers, still not even close to what we need yet. I am bearish on stuff like arweave and filecoin, I dont think it has the potential to actually scale. I am bullish on smart sharding designs, I think that a chain designed with state sharding in mind can serve as both storage and server. We still need actually private communication and packet metadata obfuscation that works better than TOR, otherwise we are dead in the water. Just a fuckton of work that only a tiny portion of people are even thinking about or working on.
