Blockchains do not have access to off-chain data that varies. This is because time-variable data fucks up the consensus.
So you need an entity (called "oracle") to periodically push that data on the chain, so contracts on the chain can reference it safely. This is what Chainlink does.

Lition in particular would need a LIT price oracle to ensure to their customers that the fee they pay is always the same, regardless of price changes in the LIT token.
