Certain industries (munitions, waste disposal, animal processing) are usually rural for nuisance reasons, yes. But generally, the more value added things like medium-heavy manufacturing, medical tech, aerospace, and the office and R&D teams that support those plants, will be on the outskirts of cities. This is because this offers easy access to rail/water transport for some industries (like metal finishing), proximity to vendors, proximity to a larger more skilled labor pool, etc... Businesses don't site in urban areas just for fun, the taxes are way higher. They site there because the value of doing so is worth the burden.

I'm from SE Kentucky. Its beautiful country and I get why so many people can't bear to leave. But I also understand that geography and the halo effect ensure that there will never be large, high value enterprises in that region that aren't mineral extraction. There is no compelling reason to put a medical devices plant somewhere you have to wait 10 extra days for all your shipments in and out, and have to import the technical labor force. Housing demand follows job availability. Accept it.

The building also looks old as fuck and its in VT, which means it probably needs a new envelope and new insulation all around, as well as a new furnace, since I see registers but no radiators.
