There are certainly places in the world where you can do this. It seems to me these are usually low technology places with poor infrastructure. I don't live in a place like that.

In a major strife scenario you will likely still have access to basic services until the last possible moment. I think during the Seige of Sarejevo there was a beer distillery that kept brewing even as the city was getting shelled. London during the Blitz was still a functional city despite rockets landing in their backyards every day. So yes, you will likely still be making credit card purchases and using the internet in a SHTF scenario. These are all distributed networks with no single point of failure. Even if electric goes down, most businesses have a way of processing credit card payments without electricity.
