I doubt he would reach an agreement with the German government anytime soon, given how much they bitched about him (and his tariff policy). Besides, the current German government is in complete disarray because they don't know what the fuck they're doing while completely alienating an entire generation of voters (among young voters, Merkel's party scored lower than a comedy party - let that sink in for a moment). New elections might come even this year, depending how this headless chicken run turns out. And during a election campaign, they can't afford to show weakness against Trump.
