I distinctly remember my major US broker (TDA) calling it a dividend with an ex-div date and that being true all the way up to actual Series 7 brokers when I escalated a support call. ComputerShare, the ONE organization on Wall Street besides GameStop with no incentive to lie, also called it a dividend with an ex-div date. So the company, the transfer agent, and brokers at a trillion AUM brokerage all agreed the splivvy was indeed a splivvy. Anyone who says differently is lying, including the DTCC.
