Look like rocket stabilizers to me. When you're in the vacuum of space there is nothing slowing down your movement (or at least nothing significantly). That means you can pretty much spin indefinitely, which is a danger when approaching an object to land on.

That's a new one to me. I'm amazed that the conspiracy still exists. I mean, if they were that desperate to prove the landings were fake, all they have to do is get a telescope and look for the landing spot. The Moon is tidally locked so the landing zone will always be visible looking up from Earth. If the equipment itself isn't good enough, then look for footprints. Unlike the Earth where the weather erodes a lot of footprints, the ones of the Moon if left untouched will be there for billions of years.
