I already answered you in a previous thread. Can you trade them OTC with the emitent (Morgan Stanley) via your broker or not? If yes just do that, no market or orderbook needed.
Additionaly in Germany the emitents are required to list bid prices on the exchanges where they are tradeable so you always be able to sell them, thats probably European wide regulation.
Always check the website of the emitent directly for the certificate, in your case https://etp.morganstanley.com/SE/EN/product-details/GB00BL045Y78 and carefully read the key information document (link on bottom right) for the costs and what you buy into (you can ignore the performance scenarios because thats always based on random old data and 1 day of holding and you probably want to hold longer). It is not really complicated. If you want true puts and calls change to Interactive Brokers or Tastyworks.
