Bancor was smart to geofence the bancor.network front end due to US regulatory uncertainty. With that said, it’s actually impossible to block access to Bancor’s permissionless contracts on the blockchain and there are numerous community interfaces built on bancor contracts, such as xnation.io and katanapools.com, that offer bancor swapping and staking functionality. Also, the Bancor DEX and BNT token are unironically not the same thing. And there’s also no way Coinbase would announce they are exploring listing BNT if they thought doing so was problematic in any way.
