Falcon 9 is a different target market than these small rockets. The key for small rockets is to give their customer the orbit they want, at potentially a higher cost per kilo, rather than just sheer raw lift efficiency. However, they can't be too much more expensive than the big rockets otherwise they won't get enough customers.

Ironically, SpaceX was going to enter this market with Falcon 1 over a decade ago but left it mothballed to go for the ISS resupply contract.
