>Usually happens when important, world-wide events/decisions with global consequences are being decided or thought about.
No, it happens when lots of people focus on the same thing. Super Bowls, award shows, and other superfluous but attention gathering events were used as the test cases for this research. That there be major consequences from the event technically is not a requirement, but obviously highly consequential events are more likely to draw mass attention. Anything that has the potential to attract lots of attention can theoretically impact the dot, even if it's just a new hit single that people around the planet get stuck in their heads or a bunch of people going to stare at the dot. The potential for superfluous coherence of attention is one of the reasons that the website itself says not to strongly interpret the dot.

I'm several steps out from that, but I am testing a bot that uses this sort of psi phenomena to make stock buy/sell suggestions. Two weeks ago it told me to buy DUG, which would have led to a ~10% gain if I had sold such a position at the recent high. I didn't put money in on the signal because I'm still testing the bot. Anyway, making it automated to trade by itself is probably beyond my programming ability since I'm entirely self-taught just from dabbling in replicating the experiments regarding psychic influence over RNGs.

The underlying research is peer reviewed, published, and repeatable by anyone. Look into the work of the Princeton Engineering Anomalies Research Lab, started by the dean of engineering at Princeton because one of his grad students got statistically significant results with a "mind influence over RNG" experiment. I suggest the book "The Selection Effect" by Herb Mertz for an overview of the PEAR lab's efforts, or any of the books by Dean Radin which focus on this field of study.

You can call it bullshit, but the data doesn't lie. Anyone can confirm this for himself with a bit of effort. Raspberry pi mini-computers with built-in hardware random event generators are like $40 and all the programming information necessary to construct simple programs to test these effects can be found online. I've done it myself, shit is mindblowing to actually see in front of your face from your own work.

I've actually programmed a stock purchase/sale suggestion bot based on the same "psychic influence over RNG" premise that the Global Consciousness Project uses (well, not the exact same since they've built up from that premise to detect coherence of global attention through reduction in the variance of networked RNGs). I've been testing it over the past few days and it spat out a "purchase DUG/sell DIG" signal at 12:56pm today ($38.80). I'm just doing paper trading at the moment since this is still the prototype stage.
