I'm slow in the head. Can someone give me quick rundown on basics.

1. So, let's take for example currency pair EUR/USD. There is no USD/EUR because both Buy/Sell on on EUR/USv already covers this kind of transaction, right?

2. Picrelated. When I look at the EUR/USD chart here it shows me how EUR is string against USD, correct? So if the bar is rising (green/white), then EUR is going strong against USD, if it is falling (red/black) then USD is stronger against EUR.

3. What is the primary basic guidance here for buy/sell? EUR going weaked against USD, should I buy or sell in general? Or it is more complex than that?
