i cant be bothered to run the numbers but probably 99% of all proposals you've seen have been discussed and refined in the private group prior to being posted on governance

the point isn't to stop all other ideas from being entertained, but rather to have a central hub of people who have demonstrated knowledge and interest in Bancor.
these people then refine proposals with the help of bancor devs and bancor economic analysts to determine what are the most mathematically sound numbers for proposals pertaining to such topics.

as far as proposing something, anyone can do it. but if you don't at least generate some discussion with others around your idea, it might fall flat due to things you personally didn't consider. this private chat seeks to eliminate this possibility, and ensure that most/all proposals originating from it are of high enough quality to both pass and improve the bancor protocol long term

what most employers care about is experience and skill

the experience part will be hard for your first gig, but as long as you have a reasonably impressive github repo you should be able to slide your way into an interview, where you can showcase your knowledge
personally, id recommend learning Python, Java, or a C flavor for software development
Python is far and away the most in demand.

Alternatively, you can learn HTML/CSS/JavaScript (a flavor of javascript too, like VueJS) if you want to go into web development. in my opinion software dev demand is greater than web dev demand, but each would almost guarantee a job with 80k+ salary starting in America

as far as where to begin, i would recommend poking around the immense number of resources available on the internet, via google
Im a security engineer at my company and dont code very much at all, but i am pretty good at scripting with python and powershell. I used codecademy to get started and build a foundation from nothing a few years ago.
but like I said, you'll want to get a good foundation and understanding and then start working on projects and filling up a github repo, to the point where you have functional software that demonstrates your capabilities. My first "real" project using Python was a shitty cryptocurrency trading bot, because I wanted to get my feet wet with APIs and I have always been interested in math/algorithms.

Get a reasonable foundation for a language of your choice, and then begin working on a starter project. Then slowly work your way up to more advanced projects. Google is your best friend throughout this entire time, do not underestimate the amount of free resources you can find.
