Rome openly proclaimed that its rulers, the Caesars, were divine gods or sons of god. All those under the jurisdiction of Rome (such as the early Church) were required by law to publicly proclaim their allegiance to Caesar by burning a pinch of incense and declaring, “Caesar is Lord.” Upon compliance with this law, the people were given a papyrus document called a “libellus,” which they were required to present when either stopped by the Roman police or attempting to engage in commerce in the Roman marketplace, increasing the difficulty of “buying or selling” without this mark.

However this is a whole other level. No Roman emperor ever had so many technology as now to really enforce all these laws. A few hundred years ago you could go and meet behind a farm and no one would've known. Know your "smart" phones listen on almost everything you talk. Thousands upon thousands cameras in the street with facial recognition etc.
