In circulation it gets polished by many hands fondling it, it will develop a patina that protects it. Often those coins for circulation have a more robust alloy too, silver alone soft and tarnishes faster.

9999 gold will almost never change, but less pure gold will tarnish a bit too. Check out picrel, the Krugerrand i bought to have a coin to fondle. It has a slight patina because of the silver and copper in the alloy.

As for your silver coin, it's still an oz of silver and it should clean up too.
I bought anti tarnish paper for silver, cut it into fine strips and put all my silver bullion coins in capsules with some of the paper.
They look like the first day i bought them.
I also only handle uncirculated coins with cotton gloves.
