I worked for a contractor that collected old computer equipment. They (namely IT departments) were just about all manned by bearded old unix wizards, and almost everyone around them was contracted out. I suppose it kept stability up to have the same core person or people manning a city's servers and using contractors for the busywork. The guys I talked to said there was one other person on staff that did their job, sometimes they were alone if it was a small town. One dude was playing Minecraft when I showed up.
