Tether Limited (the company) gives you USDT tokens if you give them USD, on a 1 to 1 peg. 1 token is basically a claim to 1 USD - you can redeem it at Tether Limited. that's what makes it stable in price.
the issue with tether is that not 100% of USDTs are backed by USD. the company also holds other dollar denominated assets. should these assets lose value, then tether could lose its backing, triggering a "bank run" of sorts where everyone tries to liquidate their tokens and Tether Limited runs out of USD, triggering bankruptcy.
