I posted the award letter, meaning this job has already been won.

I looked at it this year and decided not to bid on it myself. I could win the thing but I don't need more work and it pays less than I like.

replicate what part? Growing a janitorial company or getting government contracts?

regarding bidding on gov work see pic related. Most community colleges in the US offer free classes on how to register for government contracts as well, but it's really pretty simple.
