It is feasable; however, mining on chrome OS is not viable. Needless to say, you will not be profitable with the mining hardware. You could utilize solar to (theoretically) have "free" electricity. It is highly recommended and greatly encouraged to have the blockchain downloaded and utilize p2pool for pool mining if not wanting to gamble your hashing. As you will be using a hotspot, your data plan will run up fast. If you have an "unlimited" plan that throttles your hotspot speed, you should be fine.

All in all, the best way to anonymously obtain monero is via mining. A chromebook has piss poor specs and cooling capacity but will still mine regardless. A hotspot will work given it has unlimited data.
