because you guys are super assmad about it, I go ahead and search it.
the problem is all the blog posts highlighting the bounty point to beta.sam.gov instead of the newer sam.gov, and all the unique identifiers have changed on that system.
however, what you can do, is search 'monero' on there and it'll bring up 'Financial Crimes Enforcement Network' paying for a year of licensing from CipherTrace, which was one of the 2 companies that won the full IRS bounty.

anyways, yes, they were both awarded the full contract amounts including the 125k, and now it looks like FinCEN wants to license the software they wrote to trace monero.
