People will often favor higher purities over lower purities, check Gresham's law. That's why everyone is jonesing to sell off their 40% halves or war nickels etc. at spot. Don't get left holding the bag. Refiners will not take something with such low silver content because it is uneconomical to refine (of course this is only in a scenario in which a coin would need to be refined for whatever reason).
