How do you manage being given unrealistic KPI's?

I am unsure if my manager is just being unrealistic or if they are trying to pass the buck for not meeting their own KPI's.
While I requested information about sales tracking and the performance of the person who previously held my position this request was denied on confidentiality grounds.

I'm unsure what to do in this position, starting a sales role with literally nothing in the way of materials, data and support with KPI's that seem unrealistic seems like a waste of time
