Peacetime is the worst time to be in. Minimal congressional funding means less promotions and smaller pay increases. Force levels also lower so no guarantee to be able to reenlist and definitely no sign on bonuses. No war means a lot of bullshit training and fuck fuck games since there's literally nothing to do until the next conflict starts. So yeah it's one of the shittiest times to join but not for the zoomer COD ones you mentioned
