If that were their "true" motivation, I'd expect them to push nuclear energy. I suspect it's less about finding a sustainable alternative for their nations and more about forcing the peasants to settle for less so the elite can to continue to enjoy the scarce resources. Don't be surprised when politicians and CEOs power their mansions with gas powered generators while the commoners are rationed 4 hours of solar electricity a day.

It's the same thing with the push to eat insects. While you are stuck with your McBugger and Flies combo, you can bet the elite will still be eating steak and eggs fresh from their private farms.
