the people who do high-activity options trading tend to pass through the threads with an average (median) lifespan of 3 weeks. there will usually be a 2-4 day "king of the world" timeframe where they think they cracked the free money code and get really enthusiastic

they probably wouldn't !
the possible price movement probabilities are accounted for in the price of the options (premium).

No, we have not threatened a large increase in tariffs because the Chinese are reneging on earlier agreements, only to back off a week later.
No, it doesn't make sense to consider every member of the US and Chinese governments as independent parties to the trade talks. I have no idea why you think that would make sense.
The negotiations are between two main actors: the trump administration and the Chinese central committee.

Trump is signaling tariffs and it does mean that one group is applying leverage. You don't have to guess where and how, it has been stated explicitly.
