I got 700 dollars in student loans left over after my tuition

I much rather just get the lump 5k now and pay off the tuition in a couple weeks, any way to make that happen? Do student loans automatically pay for the tuition before you touch it? I know people who say they got thousands from student loans to use for shit, must have been private loans, yes?
