Pencheng Si who is suing RC is unequivocally CIA. He's a former China Information Center and Laogai Research Foundation employee, which are Chinese government propaganda outlets. He somehow goes from being a Chinese government censor and propagandist to living in Northern Virginia just outside DC, now he's suing RC on behalf of a lot of guys who are probably also CIA fronts. i.e. Loop Capital.
You can see his background described from a former suit where he basically sued the Chinese government, his former employer, in an American court. The judge who heard his case was Ketanji Brown Jackson, who also happens to be our newest Supreme Court justice.
