The whole goal of the fed is to stimulate lending through whatever means they are allowed to. Money is created not through printing but through debt. All they do is provide a secure fresh reserve at fed dealers and ease interest rates and requirements for banks for do their jobs. If banks decides not to lend because they consider it too risky, no new money circulates, or even worse, loans are paid back and money is destroyed.
