Female personifications of nations are based and traditional. It comes from Greco-Roman patron deities, palace goddesses, and personifications of the Muses. The national personification is a representation of the nation, which *is* the people.

The modern obsession with hyper-realistic depictions of wildlife on coins is a holdover from boomer 70s environmentalists. It's an attitude of defeat, where (((certain people))) say that a particular people/race are no longer equivalent with the nation, and that the country is the same even after demographic replacement. The ecological-wildlife-only focus is pushed as an inoffensive sterile least-common-denominator.
