you didn't answer my question. Why let private citizens hoard wealth at all? If the government is or can be made benevolent, while private ownership always leads to corruption and cartels, then the logical goal should be near-100% confiscation of wealth into public coffers. Regular liquidation of rich citizen's assets will ensure that they cannot do any harm to society, and will give gov maximum power to provide social goods. The cap on wealth should be 100k not counting primary residence (which will have its size capped also). No one needs more than that. The rest belongs to the gov, which will use it wisely and correctly because there are 6000 reps and therefore gov corruption won't happen because... It just won't, okay?
