I think you're probably on the right track with that assumption. Why do you save the comparatively weaker JPM instead of Lehman? Presumably because JPM said 'yesum massa, my name Toby' and Lehman didn't. The government dusting the grave dirt off them and setting them back up would let them make just about any under the table demands, and they wouldn't even have to particularly coercive.
