This is just run-of-the-mill psychological tactics. The point is to always be in a state of ambiguity so that you can direct the immediate situation to your personal advantage. If you create the narrative that there are tons of jobs that need to be filled, but also are super picky about who gets hired, it gives you ridiculous, natural, free leverage, by way of confusion over what's actually happening. Doesn't matter that it eviscerates the social contract with the knifeblade of unnecessary subterfuge, leading to worsening circumstances down the line. Boomers don't care about anything that'll happen after they die.
