Well yes, this event is just a simulation. Still, people seem to think Bill is an evil mastermind when he just wants to preserve civilization over a long period of time. He is actually extremely rational and good-tempered, though I assume "Bill Gates" is either a fake name or a character played by multiple people.

Bill is using the "pandemic" to free humankind from slavery and arrest blackmail rings. He is a profoundly nice, thoughtful, and honest man. My only complaint is that he refuses to acknowledge the inherent differences between the races which would enable us to improve and personalize education for the less intelligent.

I'm completely serious, he feels personally responsible for every person suffering from poverty and disease, and that's the real reason America has welfare. We don't deserve him.
