I'm talking about the real reason the government would ever do such a thing, and what the effect would be. This is a segment of the population that is much less likely to lock the money up in savings, or send it to relatives overseas, like other segments of the population. It would be extremely bullish for stocks, and it could actually act as stimulus because that money would be spent and pass through many hands as it trickles up.
