There's a weekly mint of emissions and a weekly vote. Voters decide which LPs to incentivize and voters exclusively will only earn swap fees from the pools they voted on for the 7 days following the vote, which ensures that voters incentivize pools with protocol emissions that generate volume/fees.

There's also bribing for protocols who want to increase their liquidity depth, so they can bribe voters to get emissions, which is what's happening now with all the mentioned protocols.
