Because most people are tech illiterate and still believe that Bitcoin is private. Having it as a store of value makes no sense, since it is like having an open bank account. Bitcoin would be great for governments to show transparency, but not for individuals. Would you like the whole world to know your balance and every transaction you make? Once people realize this we will see migration to Monero.
