For all the shit everyone gives OP his strategy makes perfect sense. At the end of the day your looks are 90% of success in cold approach so it makes sense to just spam approach than try to talk your way into sex, it won't work I tried.
I would also recommend to try and stare a girl down before aproaching. Nothing creepy, just a few seconds than is comfortable. If she maintains eye contact that is a good indicator she is interested, if she looks away or gives you a stink eye you can still approach but it probably isn't worth it.
