It does a couple of things, most of them subconsciously. For one you buy a cologne because YOU like the way it smells. It's heavily concentrated so a little goes a long way and it lasts all day. But it's much deeper than that. For one the only complements I ever get from women are that I smell good. This is just fishing for easy compliments to boost self esteem even if it's low hanging fruit. But it's important to note that it's a two way street. If you buy cheap cologne high in alcohol, women will notice that too and it has the opposite effect. Smelling like axe body spray isn't going to attract women outside of the trailer park. It also upscales how people view you in some scenarios. If I am wearing sweat pants and a hoodie and smell of nothing. I will look like a poor slob. If I smell of expensive cologne however she will think i'm just having a "casual day". It's a sign that you allegedly take care of yourself. It also works subconsciously on men. Like marking your scent. They smell you, and the like it. That makes them gay even for a moment and puts you at the higher end of the food chain.
