RSI gives a normalized (number between 0 and 1) measure of the past price action.
It gives no new information, it just condenses it.
Look at the definition - for a chosen time frame, it's just volume green candles over total volume. If all candles were green, it's 1. if half of candle volumes where green, it's 0.5. If all candles were red, it's 0.

Typically, prices don't go up forever. You can use this very basic empirical insight when looking at the price chart of when looking at the RSI. But you don't gain extra information from the RSI, it's just a more bounded (normalized) curve.
There's no rule agains prices going up longer than you expect them too.
