Guide also tells you to download them off AMD. If you did, you're on 12.8, which is old as fuck.
I'm on 13.12 and it's giving me zero issues with cgminer.
If you want to try that out;

Then, check out the phoronix thread for installation instructions, where they'll also explain how to apply the patch so it'll work with kernel releases up to 3.9.1
